'ㅚ' is combied Korean vowel. It is combined with the biasic vowels ㅗ and l. Technically it is a monophthong, but allowed to pronounce as a double vowel because it is hard to pronounce. Originally, it sounds /ø/. You can make your lips look like '오/o/' and pronounce 'ㅔ/e/' with your tongue.
